@Garn lol I was being facetious but I'll answer you seriously - the real reason there's a "no-kill" rule for Heroes is because the DC Board decided to censor death (among many other things) way back in the mid 1900s and the rule is still here to this day. The "draw the line" thing is just to give the heroes a "valid" reason for not killing (IIRC this rule only applies to Heroes, and not villains)
Just because they haven't done it doesn't mean they haven't thought of it - but again, DC Board rule. They're pretty much forced to move and maneuver around it, which makes "indirect killing" or "offscreen deaths" a bit more of a thing
And again: If Batman killed the Joker, Batman comics would lose a ton of readership over time. Joker's such a popular villain, killing him off would be a death sentence (ironically) for the comic
