Shoutout to you, I give you the benefit of the doubt. He has tied down Walpurga is some way, but he still cares for her in a rather strange way but he does and that's what I'm going to emphasize the most.

He isn't tying down Elizabeta, he gave her courage instead, I took it that way (it can't be more apparent) he just used shade as an example because that's the only show he idolizes that has magical girls( that we know of)
His power may be omnipotent but he is blocking himself with the magical girl transformation(we haven't seen any of that omnipotent power yet, the transformation can easily be put off just by removing the hair ribbon that Walpurga has when she transforms so apparently is not very omnipotent in that regard and from what we've seen she can throw it of herself by mistake....)
He is using Walpurga to make that dream from his come true but he did told her that she could quit and not do it anymore, she agreed later to be his magical girl until he find a more 'suitable girl' but let's face it, she will stay with him and is very obvious that she doesn't actually want to part ways, she has grown attached to him and by seeing how he tries to be so considerate with her despite the fact that he is using her says he does too.

and we can see that later as the chapter move on.
and I'm going to stop here, I just noticed I just made a little bible without noticing.
I'm not going to say his motives at first where the very best(Walpurga knows this and still chose to follow him I put an image before in spoiler) but he started and not recently but from the 3rd chapter onwards to slowly care more for her and actively tries to encourage her and raise her self-esteem and you cannot deny any of that....
What I dont like is that you just focus in his negative points which he has been actively changing for her(for the moment) and you are not acknowledging their character development(at least that's how it looks like starting from your 1st comment) which may be little but 'it is there' .
PS: In regards the costume, he wanted the original brave costume, how it turned out to be was not his fault and you can see it based on his reactions, he still doesn't know by what rules the costume power up transformation works and Walpurga doesn't know this, she thinks he does but he doesn't and he didn't sugar coated it, he admitted the whole responsibility despite not being his actual fault, and lets face it, as a man of course he is going to like it even if it was made by mistake.
