To the extent that form follows function, what would be the point of building a city there in the first place? It's not along any trade routes, and as far as resources goes, it's basically self contained. Who is going to be living there, and what do they want or need? Earth history is filled with failed housing projects where the people in charge failed to consider or care about the resident's needs.
