Not really, neither individual that bought the bank's stocks where bound by any restrictions against using information they obtained by being present. If they were part of a regulatory or governing body with oversight over the incident maybe, but as private citizens with only loose affiliation with either bank they should be fully within their rights to purchase or short the stocks of either bank.
