Dude, the Ruler will make the laws. If they decide to kill half or leave only 20 percent alive, how can those two work "for the people"???

I mean, maybe wait til he does make a law like that before acting like he would? At this point, they can still work for the people because the new ruler hasn’t shown any inclination to do anything to the contrary yet. If he does, then they can defect, but until then, there’s no reason to act like he will.
