They may have started at the same time, or with Gen a couple years after Nobu was established, because Celestine has only gotten married and moved to the Empire recently. As for the Fox, I think that Nobu might be closer to the main shrine, their fox doesn't involve itself very often, but when it does it uses way more power. Also, you see this fox having to lead customers to the door, but at Nobu the fox only shows up to speed up or slow people down, so they have fateful meetings.
Its been a good while; but I believe Nobu's Fox deity has also outright punished folks who have attempted to harm the restaurant. I think there was one instance where it trapped a noble in a mountain path with those shrine gates going up it.

I don't know where you got that from but this is a deity, not a Miko. A Miko is a human girl who is often the child or relative of the priest who is taking care of the shrine. A Miko's job is to help taking care of the shrine and doing chores.
BTW, there are male fox deities. Divine Guardian is just another way to call the kami whose job is to protect their territory and the people in it. And kami can be either male or female. The first kami, Amenominakanushi, is genderless, though.
Also, the clothing and hairtyle of this fox deity are what noble boys wore during Heian period. Girls don't wear this type of kimono. His clothing is completely different from the Fox Goddess in Nobu. You can check out Haku, a river deity, from Spirited Away. His hair and clothing are really similar to this fox deity.

The fox is a girl. It has been mentioned as such in a previous chapter. The person you were replying to might have misunderstood or miswrote because it has been specified the fox is a divine messenger for Inari. She is however not a deity herself.

If we're talking about clothes, it's not true that women don't wear that outfit. She is wearing suikan. It's less common, but women do sometimes wear a suikan, for example female shinto priests. Besides, underneath the suikan you can see that the kimono has many layers (possibly a juunihitoe, but might not necessarily be one). It's men who never wears that many layers of kimono.

Edit: It seem the fox's clothing are illustrated based on a combination of different types of clothes that female priests wear.

Nobu "arrived" before Gen, but it is by no means the first: the old bard guy mentioned that since he was young there were many strange shops appearing and disappearing and he is always looking for them. There was also the guy from Nobu who got a family and started producing soy sauce
While it is by no mean the first, I'm still curious how early Nobu is, we know the soy sauce farmer is way early in the world by years, but somehow new restaurant only mention after Gen's arrival. My theory is that These restaurant exists in a numbers every Era. Nobu may not be the first but it might be the first where the divine messenger re-popularize it on the modern era. It does make me curious on the terms "come and go" i think it's because of an inside conflict between restaurant, or a threat from the other world. Something to mention, if i remember correctly it might not only divine messenger that transport restaurant/bar like how tengu involved in soy sauce incident. But if it's only divine messenger, then it definitely on an issue where that divine messenger have varied powers and mught not be able to keep up with their power
