The current King of the Exus Tribe has three 'wives' currently, called consorts. The Third Consort gave birth to the First Prince, Metil. The First Consort gave birth to the Third Prince, Leodus. The Second Consort gave birth to the Second Prince, Mutsio. Since Mutsio and his mother removed their faction from running, the First Consort cursed the Third Consort in an attempt to push her son to being the next King. Just invert the order of birth by order of 'marriage', and the numbering makes sense.

Mutsio is getting married to Rachael, who Prince Leodus in infatuated with. The guy's mind and heart are poisoned with jealousy.

More ^this I would think. Technical ability, work capacity, safety measures, procedures, logistical organization, funds to pay for it and the labor force, etc.

They also mentioned that they desired iron tools which they wanted for their military, but it can also translate to not having the industrial capacity to not only produce mining equipment, but to be able to use them in the mining process. A greater amount of effort, and probably planning which will probably drive up costs, will need to be done for a mining effort, or maybe even downright impossible without proper tools to dig through the area and ensure worker safety.
