There are three kind of people that becomes leaders of a group. Those with high physical power, those with high intelligence/wits and those with high charisma. If a person has nothing of this and is still a leader, then is most likely that the guy is only a puppet used to cover the actions of the true, hidden ruler of the group.

This Dibel guy may have some physical power, but I doubt is high enough to rule his family or scare the others families and the royalty enough so they don't touch him even after all he did. He obviously is an idiot and his charisma is non-existent. There is no way for him to be the leader to such important family for so long and not being punished or killed by now.
