It is a lost art, and very advanced for the time period, and noted for the quality of the steel, in contrast with the Japanese swords that were often trying to overcome inferior quality steel. (In fact, many have hypothesized that a lack of the materials used for it is part of why the process for making Damascus Steel was lost.) Many scientists and archaeologists have tried to duplicate the lost method multiple times because of how good those swords were.

He is really asinine and its a wonder how he got this far without getting assassinated.
The blessing of kings makes him stronger the more people follow him, but he is knowingly using policies that make people want to escape from his control.
Loyalty can be bought and doing so is a good idea, but not when you do it at the cost of the majority of people under your rule.
He is squandering his own potential by catering to the few nobles instead of the many peasants and serfs.
That said he does make for a good antagonist for the main character...

Now I'm wondering if Dibel actually has any technique, or if he only got this far through brute strength alone.

If Almus faces off against Rigar in the duel and demonstrates superior techniques in sword fighting, that blessing is going to bite Rigar in the ass as people see how weak he is in real time, which causes them to lose faith in him as a ruler, which causes him to get weaker... a brutal cycle.
