Quite honestly....yeah he probably could have already controlled the entire kingdom. The main reason he hasn't seems to just be that he doesn't feel like it, preferring more personal methods of fucking with people. Like how he didn't mind control the princess to be his perfect slave because it was more fun for him to make her fall for him using different magics. Assuming this REACHES a ending I wouldn't be surprised if he is sitting at the top of the world controlling both the bad guys and the kingdom and some other elf kingdom. (Especially the third since it seems the cover is him surrounded in elves of which only one has shown up.)

Honestly regarding Yard's preferences I think they do not really matter.
If he has magic to manipulate the brain physically and mentally without harming it or leaving any traces then he most likely can also alter a person's body shape and features as he pleases.

So the real issue is only if he feels like messing around with a person due to their personality or social position.
For the "saintess" he probably does not mess with her because it could cause problems with her being one of the "heroes" and hence always in contact with the other 2 "heroes" as well as always under observation by the kingdom.

Therefore Yard probably either is not interested in her simple personality or thinks that he cannot have as much fun playing around while hiding his powers if he were to manipulate the "saintess" and attract attention to her and himself by that.
