@-Casual- haven't looked at Solo Bug Player so not sure if these are similar.
The first one doesn't have a great rating and probably for good reason. Although for awhile I was hooked, although I also love B movies.

This one doesn't so much manage a city but helps it grow, at least when I was last reading it he wasn't specifically in control.

He starts out by helping a village grow. He wins a lottery, moves to his grandfathers house and finds a door way to another world. There he starts helping the village, water mill and the like. I think he teaches them a better way to make glass. He is not technically the leader but if he says do it they do it. They think he is a god from the past that disappeared.
