Some schools make soap in chemistry class. That actually tracks since he only seems to know how to make it from baking soda (which is safe for students to handle) and not potash lye (which is not).

They have soap. Notice Roxanne knows what soap is. What they lack is industrial level manufacturing to reduce costs. Soap isn’t widespread because it’s so expensive and time consuming to make.
