The reports would all point away from Tachi, and there is a missing Cerberus around as far as they know. As is they don't know what monsters did it, as far as circumstantial evidenced of him getting revenge this is more for the noble to work with than having somthing misdirect and shift away blame.

If they want to send a message then there is no point for masking themself with paperbags or fog, if they dont want to make a connection than what is the point "avening" the hedghog.
My suspicion is author wanted to do something silly cute with dogs and bags on their head, and we just overthink stuff in fluff

It fits with the whole fluffy animals theme of this series. I couldn’t even be bothered caring or getting worked up about the retribution they’re enacting cause it’s so silly cute I just wanna see more of that.

True. But based on people's reactions, I guess Wolf Kings are fairly common animals around those parts, so they won't immediately even try to assume it was Luke. If they went full-Kaiju, the apperance of a Divine Beast like a Fenrir, and Demon Beast like a Cerberus would probably throw the whole city into a panic.
