This is weird to me.
The players play according to their own game rules.
So why is the MC walking around and doing stuff all by himself? Isn't that the opposite of what his game is about? Shouldn't he be confined to his "Civilization" and only able to move "units" out?

(granted, I have not played Civ games, but this kinda goes against the logic for me)

My guess is that he's operating under different rules right now. Or it's some sort of 'commander perspective' thing, like how Civ gamers can see other parts of the map.
Or something relating to that "King of Ruin" lore we got last chapter. We'll have to wait until we get more chapters to find out how exactly that works. Or you could read the novel, if you want.

Edit: in these past 6 moths i've read all of Mynoghra Novels, they are pretty good, manga has its charm as well, i like the character design, anime felt dull.

At least the anime was faithful, thats one thing you can expect from Maho and that they do their best with limited resources
