Author brought up a real life problem in it, if all the money goes in one place and doesn't get spent the economy of the nation goes bad, that is why we hate billionaires, they are hoarders of wealth.
That said there is a easy solution, limit the traffic of goods from the forest to the outside, they are self sufficent and even trying to spend al lthe money is stil lnot enough, just lower the output and let the outside cities return to their old customs before they become dependant.
