It's pretty vague in the original text too, but the localization makes it even vaguer, you arrive to the conclusion because it's really the only option, but I feel LHTranslation's localization of the translation takes away a bit from this manga, that's just my opinion though.

I thought you were wrong, but I do think they were also implying that they are managing tons of work and him at the same time and they can't do both.
