Nah, any rank that's enough to have others (other noble students nearby) below them can still be villainess, it's just that they can't flex as hard or be the 'miniboss' leading up to the big bad at the end.

For example Eumiella from Villainess lv 99 is from a Count family, and was even told to suck up to higher ranking nobles.

Rough, yes. I can't be bothered to double check but I'm pretty sure the bubbles with Gruwald on the last page is Rasashi talking about how Gruwald's sudden promotion to high position is breaking her concept of...well, everything about noble society she knew.

So the correct pronoun should've been 'she' not 'I'

Well @Luoir do reading, but how much impact his word having is unknown. The chapters yet to be corrected despite all this time. Maybe only on their site.
And he was apparently unwillingly coerced into helping them.

Ah. shame we never got more seasons so that way it wouldn't matter as much for ppl who wanna casually enjoy the series, hopefully the team does care about proofreading a little b/c otherwise while it's not against the rules to ask for donations i imagine most ppl probably wouldn't be as willing to send donations as opposed to someone more consistently good if not commissioned
