I agree. Some cool stuff is happening, but the artstyle is really way too messy to actualyl follow the action. And the mages being dragons in some panels, then suddenly depicted as humans with claws in the next without explanation why, is not helping.

It is explained on the first page.... They are using transformation magic to turn into a dragon but the magic is incomplete so they can maintain their mind.
