Going based off just what was shown in this chapter, he probably feels that a goddess-granted Cheat Skill should empower him, because that's how it almost always works in typical isekai; instead, it seems he can only create weapons that empower his allies.

Of course, this'll probably be immediately discounted next chapter when it's shown that his black sword is capable of cutting through causality or something and is thus super-mega OP and his issues really are just the self-esteem issues stemming from his complex about his face.
