A summoner who can save the world have very powerful summoned creatures, they could easily be a deterrent to anyone who harbors malicious thoughts against him, and guard him against anyone who dares cause him harm.
You don't need to fly in the sky or shoot magic missiles to be powerful, just a giant wolf by your side, or whatever creatures he can summon, should be more than anymore.
This is just another case of an author intentionally not using the protagonist's powers so a flawed plot can continue
