Hold on to all this Hiromi hate, but I think he didn't have many good outs in that exact moment. Nonoka on the phone would hear just about any reaction and then require an uncomfortable explanation. If, as soon as Anju entered the room, he paused his conversation to say "Hey Anju I'm on the phone with my GF, please leave." That would be the least guilty possible moment of this interaction, and he'd still have to explain to Nonoka that his sharemate is a boundary crossing minx. It only compounds the longer he let Anju go on with her bullshit.

We all know that Hiromi is indecisive and so polite he trends meek. He shouldn't have let Anju sleep over the previous night. He should have let her face the consequences of her actions instead of cover for her.

But in this specific moment, once Anju starting stripping, dude was trapped. There was no way to get out of it without Nonoka catching on. Best case scenario is that Nonoka has to worry about his erotic sharemates, and that's a time bomb.
It's not about having "good outs", it's about being a mature adult and stopping Anju, whatever the "optics". He has a girlfriend who is willing to uproot her life and move to another city for him, and barely any time has passed before he's sleeping with and now allowing himself to be assaulted by one of his housemates.

Worse yet, he covered for that same person to the others, when she was clearly in the wrong, all because he can't set boundaries and let her learn from the consequences of her actions.

He screwed up at every step, and it's because after all this time he just isn't ready to be in a relationship. The worse part of that, is now someone completely innocent is going to get hurt by him.

He should have stopped Anju when she opened his door. He should have stopped Anju when she took off her shirt. He should have stopped Anju when she moved to kiss him. He should have not stepped in when Anju was being berated by the others after they were caught in his room with her half-naked and still they knew to blame her.

He should have done something, and instead he did nothing, and then excused and enabled her.

If there's any reason he doesn't deserve condemnation, it's the fact he's a completely unrealistically-written character who is forced to act the way he does as a plot device, rather than a rationally thinking adult person.

So, does that mean that if another man did the same thing to your girlfriend, you wouldn’t get angry at her for not trying to stop him from kissing her?

Anju's absolutely at fault. She should have been kicked from the Sharehouse right here and now. The only reason she hasn't is because it wouldn't serve the interests of the author, by virtue of the actions of--surprise surprise--Hiromi himself.

Hiromi fucked up by doing nothing to stop her behavior, from the point she asked to sleep with him before to the entire scene that start with ch.54 into the first half of this one. And it's a continuation of his clear inability to set boundaries with those around him and prioritize what should actually be important.
And before anyone says "but if the genders were reversed" - Hiromi is being particularly blamed here because of the fact that he's the guy being assaulted by the girl. Anju is smaller than him, and he should absolutely be capable of fending her off, unlike if their roles were reversed, and he should have done something to speak up and dissuade her. If Anju still didn't back off after that, then she would definitely be most in the wrong.

But Hiromi didn't resist, he didn't tell her off until after it had all happened, while on the phone with Nonoka - who, mind you, could hear that something was up, and he just straight lied to her - and even when he was off the phone, Anju was stopped only by Mio showing up at the door and then bursting in because she sensed something was wrong. Hiromi was trying to hide Anju in his room so she wouldn't be found, after all.

And this is indicative of Hiromi's continued issues within the narrative as a supposed adult who wants a relationship but is wholly unready for one, as can be seen by the fact that he didn't go a week before cheating on Nonoka with one of his sharemates, and how he can't seem to set proper boundaries with any of them.

That is why he's being dragged so much here in comparison.

He just goes along with whatever and never plants his feet or disagrees with anything. He’s servile, who could put their faith into that? He wants a family desperately but who would think that he’s a dependable enough man to lead a household when he’s this weak?

It’s no surprise that his ex cheated on him. She was right to look for someone better, she just went about it the wrong way.

If someone told me that the author vehemently hated men or something, I'd kinda believe it, because it seems like every dude in the series she writes (or at least the Leads, at any rate) are unbelievably lacking in agency and seem woefully at the mercy of every woman around them and unable to stand up for themselves.

Hiromi would almost be too ridiculous to believe if this were a straight-up sex-brained hentai doujin, with how blankwall-pilled he is in being wholly incapable of affecting his circumstances or imposing any amount of his own intention on the world.
You could replace him with a stuffed animal and it'd be an improvement by virtue of stuffed animals being more aesthetically appealing.

It just starts to be come unbelievable, because even setting the outlandish premise aside, I refuse that someone who's made it to adulthood would actually be this braindead - much less that at least seven women would fall for and/or fight over him in some capacity.

Sasuga Kei is really terrible at writting male characters, they're all so emotional and there's no subtlety to it that most men who are emotive have, they just look like wimps.

Besides, they all seem to act and think too much like the female characters. As a guy, I can't see a male figure on them in any aspect.
Yeah, I could see him as a more domestic guy and with his backstory it made good enough sense to me. But this last incident is just too absurd. He is like a maiden whose virtue needs to be protected now. It's beyond him being feminine, it's him just being written as a woman essentially.

I think the worst ending for this series for me, at this point and time, is Hiromi ending up happy with anyone.

If he ends up happy alone, I think I could stomach it, if it involves his complete abandonment by all seven of the women we've met thus far (including Konoka and the Inn Proprietress from the homestay arc), and it timeskips forward like 5 years to allow for presumed off-screen growth.

But I don't see a world wherein he becomes agreeable enough of a person to maintain and nurture a relationship with another human being such that it becomes believable based on how he is now, as it feels like it'd take into his 50s to even conceivably grow enough grey matter to see him actually mature in his behavior and decision-making capacity.

I just keep thinking about it and keep finding myself flabbergasted over how godawful the choices he's made over the last couple arcs have been. Statistically improbable type stuff, where it makes me wonder if he's meant to be not a person in this story, but some sort of klaxon allegory warning sign for "how not to win relationships" for readers, but super ham-fisted in his presentation.
