The guy at the start of the chapter says that line, you are talking about a whole different person

But that first guy (on page 4) is the one she thinks "he seems nice" about.

That's what @viddie was referring to, I think. It doesn't make sense because he pretty much calls her dumb to her face (or, in the most charitable interpretation of his actions he at least comes off as kind of smug) and her response is "he seems nice" but with no indication that it's meant to be sarcastic or anything.

Oh!! You're right, that's my bad, I misunderstood from the start. I didn't realize that they were talking about her literally thinking "he seems nice," I figured it was an interpretation.

I completely agree then. Maybe she thought he seemed nice just because he went out of his way to talk to her, and she wasn't paying too much attention to what he was saying. But then again, she brings the fact that she'd understand back up later in a nearly identical situation, which makes me think that she internalized the statement. Idk
