Since they arent in a Relationship in the first place, there is no NTR whatsoever.
It would just end in an unrequited Love, which isnt the same.

It would be BSS (Bokuga Sakini Sukidattanon or I Liked Her First). Many consider it a subclass of NTR. I don't unless the reason that the new guy seduces the girl is because he knows the original guy likes her and then it could be considered netori even though there's no actual cheating. Premeditation and motive are needed in my mind.
