I think you're confusing temporarily and permanently. (they aren't as interchangable as some people think literally and figuratively are)

Permanently - The scanlator doesn't release the chapter, ever.
ie they keep the final (or any) chapter(s) of a series only to their own website no matter how long time passes.
(not allowed, it's breaking the rules)

Temporarily - The scanlator keeps the last chapter or couple of chapters only on their own website until a certain amount of time has passed or the next chapter or couple of chapters are scanlated.
(allowed, it's not breaking the rules, even if it can be is annoying)

Reuploading a chapter after a while (without any clarification or reason) then saying they have like 5 more chapters in their website at the end while stalling their upload here instead does make you lose trust in the group really quick.

Yeah, I don't really like the behavior either but they are (usually) releasing chapters decently often, they're just holding back some temporarily on their website (I'm guessing since I don't go there) to get some traffic while waiting for new raws or scanlations to finish. (looking at the release dates they seem to be a bit behind right now, might be a break in the raw releases or something)

I mean, I understand it, they (like everyone) need money but it kind of sucks for the readers (especially when it comes to the scanlators that have virus infested ads on their site, though I have no idea if GS falls into that category), I'm pretty patient and have more than enough series that I read so a little delay or being a chapter or two behind the latest is no big problem personally, but if it's a series that is completed/ended and they have finished the scanlation then they should just upload the whole thing asap imo.
