Why can't he kill?!

Last chapter said he can't MURDER.

Murder is unjustified killing; killing isn't murder, because the concept of justification only exists with sentience.

She said he can't Murder; he was in the middle of killing a known criminal who is tied-up, so that's Murder (I think it's justified, but it can also agree with people saying it isn't).... and he couldn't do it.

Why is he claiming he can't kill things, when he literally killed semi-sentient monsters offstage a few pages ago?

Did the author decide this "goddess" has a sliding scale on sentience?
