Theres less exaggerated ways to find other fractured humans rather than outright TV.
Seemes to me this guy could be some narcissistic asshole with a hero complex.

Where will Ego/Agency (Willpower gun guy) sit between them?
Also,
He is calling humans to join his cause, based on that ideology of unity and belief in the potential (future) of humans.
I wouldn't be surprised if he were a narcissist with a hero complex, but his method for calling on others definitely makes sense from what his transformation indicates.
