Okay, rereading this chapter, here's what I think:
The child who answered the door is Tsukasa (because of his pupils and the creepy questions he asks), and the crying child he's talking is Amane. I'm fairly certain of that much. But I think the reason that Tsukasa asked those questions to Nene in the first place was because Amane's toy broke, which was what he was crying about. Tsukasa offered to help him look for a new one because "it's troublesome if there's no eyes, right?" And then, the first thing he asks Nene is if she's missing her eyes. Like he's considering her for a replacement toy.
So was Amane's previous "toy" actually a person as well? Maybe the twins' parents were "toys" at one point, and then they broke and died, causing Amane to snap and turn on his brother? I'm honestly not sure, but I get the feeling that the answer is going to be disturbing, and I'm both excited and horrified to watch it all unfold.
