IIRC when he met the witches' boss he got another 3 day timer and then he got slowed down for a year, so what's the deal with the timer? It has been shown before that the timer isn't dependent on his time since he has cheated the timer before by going to other dimensions with different time speed.

The guy just spend 31,536,000 eternity stuck in a prison without moving, he's either coming back crazy or there's some sort of special magic which didn't make him feel those 31,536,000 eternity or he become the last boss to finish the game.

This is the sort of thing that could explain why witches were persecuted back then.

I'm still thinking about what limit Sekai to not cross the line, with the time stop at his disposal at least with the worst enemy he face maybe he can cross the line, but still not, did the time stop power come with it's limiter or the one that give it to him curse him or made a pact or contract or something...

Didnt he just get hit by a super slow which I think more similar but a downgrade of the time stop?
So I think all of is his being n his thought got super slowed too like the time stop (which is those who got hit didnt realize it) so his thinking n feeling wont feel nearly a thing even after a year (or years) got pass...
