Definitely wasn't. Photoshop hyphenates while following proper word morphology (syllables aren't split), whereas whoever typeset this just threw hyphens wherever they felt like, making the text extremely hard to follow as a result.

Some quick examples of incorrect hyphenation I spotted:

Page 1: "you'-re" (contractions can't be hyphenated)
Page 2: "we-ll" (1 syllable, can't split) "ev-ryone" (incorrect. Has to be either eve-ryone or every-one)
Page 4: "le-vel" (incorrect, it's lev-el)
Page 6: "yo-u" (1 syllable, can't split) "ma-king" (incorrect. It's mak-ing)

Photoshop also tries to avoid over hyphenating, meaning it'll try to split a word in two before splitting it in three, and it'll also prefer line breaks over unnecessary hyphens.

That's why I am 100% confident that if you threw all these sentences into Photoshop and didn't even adjust anything it would have still come out better than this abomination. Like you legitimately have to go out of your way and spend extra time manually inserting hyphens to make it look this bad.

But this is also besides the point because anyone who reads this and has even a mildly competent grasp of English and typesetting should know it looks horrendous. You always avoid splitting words as much as possible because the more splits you introduce the more awkward the text is to read.

That this ended up this way tells me there's either no quality control or the person who typeset/checked this doesn't know English. Or both.

And not just that but also has zero intent on working to improve their skills or procedures, not even in the presence of millions of pages of reference material ubiquitously available literally at one's fingertips these days.

Mistakes happen.
