I mean, I get that the queen has been portrayed as evil and we want to see her get her comeuppance, but at the same time, I'm really not comfortable with the MC slapping a collar on her like that.

Imagine if the villain did this to a good character, then told them it won't the removed until the character starts murdering, raping and pillaging.

This isn't justice; it's coercion. It's a simple-minded idea how to force people to change; the MC gets to pretend to take the high road without actually putting in any real effort to rehabilitate the person they supposedly want to do better, then blaming them when they don't change at all.

This is pretty much rehabilitating the person tho, the queen can't do shit, can't go out in public but still retains the powers of a queen so the status quo is preserved
Its a lot better than losing more lives through civil war
at the very least with this, the queen can try all she wants, the damages will be kept to a minimum since she herself has the collar, i mean considering she planned to mass murder and managed to do that even with the collar, i say keep it then probably add another one in a more visible spot if she goes even further

Its basically his barrier, with it he can kill her anytime he want. The other function is, it track her movement in real time, he can easily spying on her.

He doesn't want her to know that, because if she did she wouldn't have to retaliate directly, she could use les majeste or whatever it's called to attack his family, the MC's adopted father would be caught defying a direct order from the king, this would be enough to put his family on a death warrant list not to mention make the mc enemy no 1.

The last thing he wants to do is bring heat on his family or actually be forced to take over the country just to protect his family, he wants to be a lazy shut in.

Why almost all royal blood in Manga tends to be either stupid or total asshole despite them living in a political world since birth and most of them portrayed to have high intelligence level? She can just pretend to be good for a while like how a politician does their job while scheming behind the scenes.

The collar is, as with everything else he makes, made out of barrier. Which means he also knows where she is constantly and can check in on her at will. She'd have to literally act 24/7 nonstop without ever breaking character to get out of this one.
