I feel like the ending is meant to be open, but at the same time it would've been nice to get something more conclusive. Maybe we'll get a follow-up in the JoJoLands?

WoU being alive makes sense to me, as it is a representation of calamity in Stand form. Even without Toru manipulating calamity for his own ends, it will still exist, but Josuke was at least able to dispel its hold on the Higashikatas once and for all.
