He chose Kawajiri to switch because they had similar builds. It would have looked weird if he took the face but the body of that person suddenly changed, it would be suspicious.
And this is backed up by the fact that Kawajiri's shoes were big for Kira, so the body is Kira's, he's always been buff.
Also if the body was Kawajiri's he wouldn't have gotten the arm back because he had Kawajiri's, which is not the case
