In the real-life penal code, property/asset penalties cover fines & confiscation. Maybe the word 'property' makes you think of big, crucial items, but it's actually much simpler, and usually, a cash fine is enough. Confiscation of a house, real estate, or other objects only occurs when fines are not paid. Confiscation is an additional punishment (death penalty & imprisonment are the main ones), & can be considered an 'elastic' punishment because as long as you have money, other assets are safe.
If the logic is based on this, Kamutoke confiscation still makes sense. Cursed weapons are considered transaction objects of equal value (like money, and can be easily given to anyone, like money again) compared to the cursed techniques, which can be thought of as houses or real estate as stated in the previous paragraph in the sense of which is more personal.
