I might be a dumbass here, but I think they're making it too obvious that the clown is Cid. It's making me suspicious that it's not actually him. I think it's the hope girl (A split personality or something? She's obviously crazy) Plus Cid is more bombastic, and showoff-y when he attacks people, the clown is more sadistic and secretive, which doesn't really match Cid's style.
I think it's a classic red herring. I don't think Cid is the clown.

The author can go every path here, this story thrives on crazy weird twists and turns.
When you parody every cliche of the last 100 years, then you have lots of options for which one you want to take a hit on next.
Cid and both girls would fulfill a cliche each.

My theory is that the clown initially was Cid, but the girl is now adopting the jack the ripper personality. This is why Cid was so surprised by the letter. He wasn't faking it

Jack the ripper is from our world. Cid acting like a detective after said he wants to be a detective. Cid doesn't like the night blade and see them as evildoers. The Clown somehow could infiltrate and survive the attack to head just like Shadow did.

I think it's make most sense that Cid is Clown. Pun intended
