Nah... there have been times when he bent reality beyond something that could have existed previously (meeting Aurora at the Sacramental Grounds, everything about the exploding magic collars, etc.) and other times when he failed and such prophetic powers would have helped (for example, when he reached the coffin of the Blood Queen, just to find it empty). He might, however, be so attuned with the tropes this world seems to operate with, that he simply knows when would it be cool/funny to interfere with them.

So there is no labour, r&d, or, rent cost baked into any device she makes for Shadow Garden, it's only the material cost if Mitsugoshi have to buy them somewhere. So any shit that costs billions and break after one use is impossible unless we are to accept there's a special material inside that breaks and cannot be recovered and it costs Mitsugoshi billions to buy just 1 from some merchant to be used this way. Well in that case there's no way Shadow Garden don't just go look for the source of that material themselves, instead relying on Mitsugoshi to find another merchant a billion zeni every time they need that special thing.

I'd always figured that Eta's flat costs were the total value of everything expended to make the item.

So they aren't paying 200 million per item to outside vendors, but rather she's expending 200 million worth of resources. Whether that's based on raw materials + labor hours or just what Gamma would've gotten if she'd been able to sell the components through Mitsugoshi, we have no idea.

And this is a comedy, so I doubt it'll ever actually be explained. (Unless we get a scene where a new Number just asks about it.)
