That's because he assessed their strenght before they activated the Datenseki stones, which the Japanese didn't know about. And he was kinda right, even with the stones they jobbed, so without them they're just not all that.

btw This is the best arc so far, loving the new characters. Just good old fashioned shonen, but without the brainrotey feeling I get from JJK and Sakamoto days.

i mean, his assessment were mostly correct. the mooks with generic character design were quickly handled. but then they need to deal with the uniquely designed character, and even Mashiro assessed one of them to be "more dangerous than those four combined"
