There's 2 type of evil monologue, one that's from overconfidence before being thwarted, and the other, buying time so your plan triggered on time or something similar about timing/dramatics usually either the comedic type or suspense edging.Why bother talking to them? Just spring the trap when they're not expecting it, not after your villain monologue, explaining to them they fell in a trap, and what the trap is.
