I'm wondering if it's differentiating between questions that literally end in "ka" (sort of like a verbal question mark) and questions that don't.

For example

Koko ha doko desu ka?
Here is where ?

And

Koko doko?
Here where

Could both be translated as "Where is this?"

I see...

So its less cheating and more very specific...
