Beautiful start; the art is so amazing. I especially love the design of our MC: simple, but cute. From a social perspective, "magic" is literally a placeholder for our current technological inequity. People deemed less valuable are easily discarded for experimentation or seen as casualties for a new era (sounds familiar?). Give or take a few more chapters, Haru will release "The Muggle Manifesto," criticizing the magicians for their wealth and knowledge hoarding to the detriment of the poltreiat.
The jigsaw puzzle is pretty interesting. I hope that it becomes more surrealist or possibly cosmological; i.e., humans, in their universe, are possibly collections of spells like variables in an equation. If magic can only be cast, but not an inherent genetic condition, is it possible that the creation of magic was also a spell cast by some otherworldly being?
