Another piece of lore that may hint that these things are new to the market and not regulated is that these robots are going crazy and killing people. We have this robot stab its master, and in one of the earlier chapters they mention a mysterious murder on the TV which might be robot related.
It reminds of those old history lesson when unsafe products are sold, but lawmakers figure out that selling this shit is not a good idea or needs to be regulated. Like how you used to be able to buy heroin, cocaine, and meth at a corner drug store. Or when lawmakers realize that adding safety features to stuff is a good idea, like seatbelts in cars.
