No kidding, In my country we call this game "Cú", aka asshole, but only in the meaning of anus. Instead of billionaire and millionaire, we have the president and vice-president, and instead of begger and peasent, we have the Anus and the Vice-Anus.

Pretty much the same here, the game is either called "President" or "Asshole", and if you have an odd number of players, you add the "neutral" role, who doesn't exchange cards.
