What happened to chapter 22?

There's an error in chapter numbering. Chapter 9.5 through Chapter 21 are actually Chapter 10 through 22.

I know you asked four years ago, but I'm answering for anyone who comes along with the same question.

In chronological order it's much better -
(4-9, 21-29, 9.5-20, 1-3, 30-…)
Further in the new chapters all events will develop in order.

The author deliberately wrote the story out of order. So that everything would become clear from the middle. The effect of a completed puzzle.
In chronological order it is more convenient and understandable.
