It is not her brother and yes, it happened once before in chapter 18. Seems to once again be the stuco prez who also is in her archery club (he "helped" her last time).

The thing is, we saw a panel of them being close and her promising to get in contact again to "get to know each other better after this" which seems kinda disconnected from the whole club reveal that then happened.
That reveal also pushed all that aside and it just was never adressed and mentioned again without being solved at all. Might be something, might be not.

btw, I agree with everyone in this thread typing that NTR bait is cringe dogshit moreso with her being against handholding and all that stuff and being rather shy to then get close to the prez multiple times. But changing female characters(-for the worse) to enable this shit is sadly expected at this point so there is that.

Honestly forgot he appeared before, guess that makes it worse and the Prez somewhat less likeable, if he isn't related to her in some form, considering how distant she acts with her actual boyfriend often, but then is okay with another boy touching her freely, without complaining.. 😐
