i wouldnt be surprised if berryl already noticed roze being the spy given how he cant really tone down his superhuman observation skills as shown when he was fighting the reanimated corpses in the church. Even though he wasn't voluntarily using his senses he still managed to piece together how those corpses died and i this time he should have pieced together roze being the spy

I think all carriages will have their own stops. Fake stops.

Having more people is fine, nobody can see inside (technically, at least) because of the curtains covering the windows.

...going out late and being the ONLY one to make the designated stops is...it really makes you wonder. I imagine the issue is with making the populace not catch on to the issue at hand, but at least making each carriage have a few of the designated stops for them alone to do would the better plan. Maybe that's the idea and it got lost in the wording, or maybe it's just the author not being that clever in planning, IDK.

Seems a bit crazy to have only the prince's carriage make stops, and not the decoys. If you have the main carriage act differently than the decoys, that seems like it gives a pretty big amount of info to people tailing those carriages.
