Renovation guy here. You and the other guy are thinking of 2 different types of carpet. In North America "carpet" often refers to carpet floor, meaning the entire floor being covered with textile. This requires tack strips installed on subfloor to secure the carpet on top. No you don't take it out for cleaning, only vacuum or hiring someone with carpet cleaner to come do it. Yes it's dirty af.
