If you mean "seen or even interact with" as meaning meeting the person, then I'll point to you the existence of many fans of idols out there.
If it's just seeing, then you have people who fall in love with someone they're chatting with without ever seeing their face (and getting disappointed after flying halfway across the world to meet them).
It's probably not farfetched for Cake-kun to have... fallen in love with "Cinderella".
