It's progressing in the right direction; but for the wrong reasons. It seems that Onii-chan's inner siscon has yet to fully awaken and he's going along with it for her sake rather than because he's fully invested.
At least he realizes that his duty to care for his sister is more important than chasing tail.
He obviously does love her if he'll go this far for her, but he needs to get to where he wants her as much as she wants him.

As for the imouto:
