You just proved my point. nowhere in the rules does it say that the hentai tag depends on where the manga was originally published.
The focus of this series IS on the sex AND genitals CAN be seen (even if they are censored). I'm sorry but a white dick does not change the fact that it's a dick. it's not implied, it's explicit. By current MD rules, this manga SHOULD be hentai.
