This village gets more disgusting by the chapter.

I don't like what Tsubaki is doing... but sincerely... I can't blame her too much, it is actually kinda impressive that she isn't even more twisted after what she dealt with in her life.

I was so intrigued by this chapter, specifically the mention of Mei, that I went and reread the whole thing to try and get an understanding of who she was. Because I thought someone as important as her would've been mentioned in the earlier chapters (I mean, come on, she STARTED the Kemono office), but unless I missed it Inugami doesn't mention her AT ALL in the beginning, her first mention is in chapter 60. Why has it taken him so long to bring her up?

This chapter told us 12 years ago Minamoto Mei, Raiden’s older sister, was a part of the Narcotics Control Department, and was investigating the drug “Vixen.” Her investigations led her to believe it actually originated in Japan and was being exported out of the country.

Based on what we learned this chapter, and from what we know in previous chapters, this is how I see it. The investigation led her to find out Kemono exist. It’s not exactly clear when Inari took office, or if she was in power by this point. Either way I am going to assume Mei was dismissed for alluding to the fact that Kemono exist and they made a drug which is being exported out of Japan, and imported throughout it (which does sound crazy). Whether or not Inari was involved in the dismissal is arguable.

During this time she met Inugami (before or after the dismissal it doesn’t matter). Unlike Mei, I don’t think Inugami had some greater goal of “bettering society”, if she was anything like Raiden she was very charismatic person with a boisterous personality that probably reminded of those back at home (speaking of which, what even is Inugami’s relationship with the Tanuki in Yashima? Is he just some guy who happens to be really strong? That was never clear to me). That’s all to say he became infatuated with her (romantic or not) and went along with her schemes, teaching her about Kemono society along the way. She sets up the cafe/bar as a front (probably to avoid suspicion from her father), but in actuality it’s the Kemono Detective Office where they investigate Kemono/Human related incidents.
Based on what we know if Inugami so far, I think most of this was all Mei’s idea and Inugami was just along for the ride, but it’s been 10 years so I wouldn’t be surprised if I was wrong. Either way, When Mei dies it’s probably incredibly tragic and why he doesn’t tell the family for almost a year. At some point he gets off his ass and continues Mei’s mission, which is why he recruits Mihai (if you look at the previous page Inugami looks awful, Mei’s death really affected him).

Despite me assuming they were close, Inugami didn’t even know she had a little brother (this could be interpreted as him just confirming, but based on his reaction from pg18-26 I believe otherwise), I doubt he knew she was the daughter of the prime minister either. I think they both kept secrets from each other. I believe Inugami does feel responsible for getting her involved in Kemono affairs, telling her about his world, and encouraging her to continue investigating. Knowing she had a little brother worsens the guilt. So I believe there is some truth to what he says here, even if he doesn't mean it literally. Not only does Raiden cutting him down help the team but it probably helps relive some of his guilt.

I can't even begin to imagine the deeper connection Mei might have to the Kyoto Kitsune village. Did her investigation lead her to Inari? Did Inari Kill her to keep her quiet? Did she help Inari escape? What if she tried to stop the production and ended up getting thrown in the fertilizer with the stone dissolved halfway? Would explain why the family didn’t get all her remains (most likely Inugami kept some as remembrance).

The mystery of Mei’s death is the only one I have a firm grasp on. There’s still Who the Hell Inari is and Her connection to Kyoto, and who the Ghoul is that all the Kemono Calculi turn into (which I also have theory on)

I am a romantic so I do interpret Mei and Inugami's relation as romantic, but none of that actually affects what I said. But if he was in love with her it explains why he helps Kemono children, especially ones like Shiki who are mixed...

Unrelated but it seems to be implied Sakura's mother was not the one who came up with the idea of using the calculous to make the fertilizer. Was it Inari? Maybe there was an accident that led them to realize they could use bodies as fertilizer
