Why not just "hire" the hero to manage the human half? The tax is avoided because technically the demon lord retains ownership, but she still rules the whole thing on her own.
Actually, didn't she agree to "Serve" him in the first place?... This is basically already in place, but now they're being harassed with taxes because of the way they worded it.
